Clean and closely inspect the wires from the grommet and up around the oil fill cap. The metal tab wire holder just inside the oil cap is a common place for chafing.

There really should be no shorts in that grommet. But I could be wrong. You could possibly have a short inside the case, but I am doubtful.

I had the same thing happen today and mph was reading a constant 12. I could barely back up from plowing snow. I had full power going forward. Not the sane as the limiter switch, the maching would sputter and backfire. I shut it off, checked wiring around the battery/fuse box etc & everything looked fine. Turned the key back on and didn’t have any issues again
